To prevent that the free trans-border movement leads to increased international crime, there are a number of compensatory measures. The Schengen Information System (SIS), is one of them.

The objective of the Schengen cooperation is to realise the free movement of persons by abolishing checks of persons at the borders between the member states. 

Any member state can enter information in the SIS on persons who are wanted or searched for together with a request that a specific action be taken if the person is found. Each member state is responsible for its national section of the SIS. In addition to this, there is a joint central function in Strasbourg, the technical support function, which shall ensure that all the different national sections contain identical information. The SIS has been in operation since 1995. Norway has been a part of the Schengen area since march 2001.

The Norwegian National Criminal Investigation Service is responsible for the processing of personal data in the Norwagian section of the SIS. The Norwegian Data Inspectorate is the national supervisory authority and shall ensure that the processing does not violate the rights of individuals. Representatives of the Data Inspectorate also participate in the Joint Supervisory Authority which is responsible for supervising the technical support function of the SIS.

A person has the right to compensation if he or she suffers a loss as a result of information registered or used in contradiction to the rules concerning handling of information in SIS.
